Government Agencies

Office of the Governor   Governor Arnold Schwarzenegger can be contacted by email, or at the State Capitol Building -

US Department of Transportation Bicycle & Pedestrian Program Promotes bicycle and pedestrian transportation accessibility,
use, and safety. Here you will find many useful resources for state and local government program managers and practitioners.

Air Pollution Control District   The APCD supports non-motorized transportation as part of their mission to help reduce 
pollution and clear the air in   San Luis Obispo County . The local office can be reached at (805) 781-5912.

California Department of Transportation   Caltrans manages more than 45,000 miles of California's highway and freeway
lanes all over the state of California. You can submit a maintenance service request for these facilities online. The
Bicycle Facilities Unit acts as the Department's bicycle advocate to improve safety and convenience for bicyclists.
The unit provides policy, funding, planning and technical expertise in bicycle transportation in consultation with federal,
state, and local transportation agencies, Caltrans headquarters and District staff, legislative staff, and the public.

San Luis Obispo Council of Governments  The San Luis Obispo Council of Governments (SLOCOG) addresses issues of 
mutual concern among  local agencies within the San Luis Obispo Region.  The agency serves as a forum for transportation 
planning and area wide issues, preparing regional plans and programs.

San Luis Obispo County The County’s Bicycle Advisory Committee meets quarterly to promote the expanded use of bicycle 
transportation by providing input to the Board of Supervisors on the County Bikeways Plan, policies and programs related to 
bicycling in the Circulation Element of the County General Plan, Local Coastal Plan, and the Bikeways Element of the Regional 
Transportation Plan. The primary staff contact is Michelle Olmsted, who can be reached at

City of Arroyo Grande  The biggest force behind bikes and bike lanes is the Community Development Director, Rob Strong
who can be reached at (805) 473-5420. The council is also very supportive, particularly Councilmember Jim Guthrie.

City of Atascadero The City’s transportation program is managed by Valerie Humphrey, who can be reached at (805) 461-5000.

City of Morro Bay    The City Engineer, Rob Livick , is responsible for City City ’s bicycle improvements. He can be reached

at 772-6569.

City of Paso Robles Community Development Director Ron Whisenand is a dedicated cyclist, and is interested in improvements 
to make Paso Robles more bicycle friendly. He can be reached at (805) 237-3970.

City of Pismo Beach  The Planning Department is handling the bike path information for the City, including following the General 
Plan. Please contact Scot Graham, or call him at (805) 773-4658. 

City of San Luis Obispo  The City’s Bicycle Advisory Committee meets quarterly to provide oversight and policy direction

on matters related to bicycle transportation, including bike lanes and paths, and various programs to promote and support

bicycle transportation. The primary staff contact is Peggy Mandeville, Principal Transportation Planner, who can be reached

Bicycle Kitchen  The kitchen is a repository of bicycle tools, parts and knowledge available to the community to draw upon at no or very low cost.  Tutorials, building bicycles for kids, swap meets - all possibilities.

Cal Poly Bike Area  The ASI Craft Center Bike Room is equipped with five bike stations. Each bike station has its own cabinet of basic tools. Specialty tools are also available including a headset press, a fork alighnment gauge, and every other tool you would ever possibly need. The quarter pass includes full access to the room and all tools. The Bike Room can also provide service repair for your bike. For more information please call 756.1266.

National Organizations


America Bikes  America Bikes is a collaborative effort of leaders of the bicycle community to advocate for positive outcomes for bicycling in the next federal transportation funding bill.

Association of Pedestrian and Bicycle Professionals  APBP members are employees of all levels of government, consulting firmsand non-profits who work in the engineering, planning, landscape architecture, police, safety, health and promotion fields and specialize in improving conditions for bicycling and walking.

Adventure Cycling Association (ACA)  The County’s largest organization of recreational cyclists, with 44,000 members. They support their members' use of bicycles for exploration, discovery, and adventure.

American Trails   This national, nonprofit organization works on behalf of all trail interests. American Trails' members want to create and protect America 's network of interconnected trails. This website provides information on trails in all states.

Bikes Belong Coalition  A membership organization founded by bicycle industry leaders with the mission of "putting more people on

bikes more often through the implementation of TEA-21". 


BikeCal  They list bike rides offered by many Northern and Southern California cycling clubs, up-coming centuries, thoughtful

columns written by bicyclists and California cycle information.

 

Bicycle Clubs in the U.S.A. This site lists many bicycle clubs and other interesting cycling links in the U.S.

California Association of Bicycling Organizations  Represents cycling clubs in governmental affairs, publishes educational materials

California Bicycle Coalition  The California Bicycle Coalition is a non-profit education and lobbying organization working to improve bicycling conditions throughout the State of California . CBC advocates for increased bicycle use, access, safety and education. 

Collegiate Cycling USA Cycling is a family of organizations that promotes and governs different disciplines of the sport to build the sport of bicycle racing, assist with athlete development and sustain international competitive excellence.

International Bicycle Fund A non-governmental, nonprofit organization, promoting sustainable transport and international understanding. Major areas of activity are non-motorized urban planning, economic development, bike safety education, responsible travel and cycle tourism, and cross-cultural, educational bicycle programs.

League of American Bicyclists (LAB)   The national bicycle advocacy organization. The League of American Bicyclists was founded in 1880 as the League of American Wheelmen. It promotes cycling for fun, fitness and transportation, and works through advocacy and education for a more bicycle-friendly America . Membership includes 35,000 individuals, 450 recreational clubs, and 50 state
and local advocacy organizations. In partnership with the San Luis Obispo Bicycle Coalition, the local LAB chapter is regularly
provides bicycle safety and education classes.  

National Center for Bicycling & Walking (NCBW) The mission of the NCBW is to help create bicycle-friendly and walkable 
communities across North America by supporting the efforts of individuals, organizations, and agencies.

Rails-to-Trails Conservancy  This 13-year-old nonprofit organization dedicated to enriching America 's communities and countryside by creating a nationwide network of public trails from former rail lines and connecting corridors.

Safe Routes to School Community leaders, parents and schools across the U.S. are using Safe Routes to School programs to encourage and enable more children to safely walk and bike to school. The national, state and local websites provide information on how to start and sustain a Safe Routes to School program, case studies of successful programs as well as many other resources for training and technical assistance.

Surface Transportation Policy Project  STPP is a nationwide coalition organized to promote state and national transportation reform to ensure safer communities and smarter transportation choices that enhance the economy, improve public health, promote social equity, and protect the environment. They regularly publish pedestrian and bicyclist-related safety reports.
